Inclusion of non-governmental organizations in the list of regional medical and social programs realizers

NGO involvement in social programs as realizer is the first step to the institutionalization of non-governmental organization services.
The advocacy campaign for entering of non-governmental organizations to the list of regional medical and social programs realizers was held in Poltava region.
As part of the implementation of the case, the organization representatives prepared detailed proposals, put questions to the meeting of the Coordination Council and provided advocacy support at the level of the profile deputies of the regional council.
Initially, it was necessary to form a priority of local authorities to allocate funds for HIV/AIDS. During the meetings with local government, the parties discussed the proposal importance for program activities and clarified the deadline for submitting documents.
At the regular Coordination council meeting at the regional administration, the proposal to include non-governmental organizations in the list of regional medical and social programs realizer was discussed. That provided support for initiative by medical industry leaders in further negotiations with deputies of the regional council.
Then the NGO held working meetings with regional council deputies – members of the relevant committee. The results were the approval of NGO entering to the list of regional medical and social programs realizers at the regional council session and the adoption of an appropriate order of the regional state administration head.
Budget advocacy school experts noted that the NGO entering to the program as a realizer is the first step towards the full institutionalization of non-governmental organizations services and programs. Such practice allows the NGO to be positioned as a full-fledged partner in local government policy implementing and to document the resource volumes involved by the non-governmental sector for specific problems solving. In future that gives an opportunity to form the own vision of further implementation as a full partner and have an impact on the local government priorities.
