NGO control organization over the implementation of HIV/AIDS response programs

Public monitoring of regional HIV/AIDS response programs allows us to trace the dynamics of the amount of money spent from local budgets and the compliance of this process with the Transition Plan from donor to budget financing.
The practice of regular monitoring by a non-governmental organization the process of implementation of HIV/AIDS response programs in the regions of Ukraine was introduced in Poltava region.
The analysts provided the comparison of accordance between regional programs and the nationwide one, selected the generalized directions according to program tasks, analyzed the planned financing dynamics of regional programs, calculated the planned, approved and actual funding for program areas and defined of the indicator of financial capacity of each region.
The first step was to analyze the availability of regional HIV/AIDS programs, their accordance to the National Program.
Then analysts formed the generalized directions according to the program’s objectives. The combination of many disparate tasks of the programs has made it possible to simplify the process of studying the allocation of funds for specific purposes: treatment, prevention, etc.
The further work was to trace the dynamics of funding regional programs over the years. There were selected regions where the funding was gradually increased and those where it was reduced. This analysis was conducted both in the program as a whole, and in the context of each generalized direction.
After that the amount of funds planned in the program, the number of approved (allocated to the AIDS center, for example), and the amount of funds actually spent for each program area were compared. The frequency of this process included doing it at the beginning of the year, during 6 and 9 months. Thus it is possible to trace the process dynamics of spending money and all its stages and make conclusions and generalizations for each region.
As a result, the financial capability of each region was determined. For this, approved and actually spent funds were divided into the number of people in the region. In the case of prevention funds, the amounts were divided into all the inhabitants of the region. In the case of the cost of treatment, they were divided to the number of people who needed treatment. This indicator demonstrated the efficiency of each region in HIV/AIDS response.
Budget advocacy school experts noted that Each NGO working in the field of HIV/AIDS must put in its strategy of work obligatory monitoring and evaluation of regional HIV/AIDS programs. That, first of all, will allow NGOs to be always informed and to build advocacy campaigns on topical analyzes.
